PFIs must comply with EBRD's Performance Requirement 2 (PR2) on Labour and Working Conditions, covering national labour laws and fundamental labour standards. Environmental and Social Due Diligence (ESDD) is conducted via client questionnaires; projects are screened and categorized by E&S risk level. All sub-projects must comply with EBRD's Environmental and Social Exclusion List and applicable local/national environmental, health, safety and labour regulations. PFIs submit annual E&S reports on ESMS implementation, PR2 and PR4 compliance, and portfolio E&S performance. EBRD retains the right to conduct site visits. For projects equivalent to EBRD Category A, full PRs 1-8 and 10 apply. Training and capacity building on E&S risk management is provided to PFI staff. Technical assistance supports PFIs in gender mainstreaming and environmental and social safeguard compliance.
